The short answer
In order: fix listing quality score, because it gates organic visibility before any bid is placed. Then build the offer, because on Flipkart exchange and bank offer mechanics regularly out-perform the creative. Then advertise with PLA and PCA structured separately. Doing it in the reverse order is the most common and most expensive mistake.
Content completeness, image count and quality, and the attribute fields most sellers leave blank all feed a score that decides how visible you are organically. Every organic order is an order you did not buy a click for.
If you migrated your catalogue across from another marketplace, this is almost certainly where your problem is. Attribute sets do not match between platforms and a bulk import leaves half the fields empty.
Flipkart shoppers respond hard to price, exchange offers, bank offers and no-cost EMI. A premium feature argument that works elsewhere gets outsold here by the same product with a better constructed offer.
That is uncomfortable for brands who have spent years building a story, and accepting it early saves a lot of money.
PLA for search intent, PCA for interruption on competitor pages, budgeted and judged separately. Harvest search terms weekly, maintain negatives weekly.
Set the target off your real break-even, with the full fee stack and your return rate in it.
The fastest levers are usually not advertising. Fixing the main image, filling the attribute fields, getting the delivery promise and badging right, and constructing a sharper offer all move conversion within days and cost nothing per click.
The second fastest is timing. Planning backwards from Big Billion Days and the festive run, with a reserve held for those weeks, does more for an annual number than any bid adjustment made during them.
The slowest and most expensive lever is raising budget on a campaign pointed at a listing that does not convert. That scales the loss rather than the business.
